There is a direct correlation between engine health and hp and that is how much work can it do, not necessarily how many RPMs. The static engine run up test is to see how well match your engine and propeller pitch are. If you engine is older and had a cruise prop, you may not make enough rpms to safely get it in the air.
So for you plane we need to know the pitch of the Sensenich (it will be between 60 and 65 inches) and consulting the annual checklist in the maintenance manual we see on page 2 of 16. that the following pitches and rpms setting are given (interpolation between as need in a linear fashion) – remember high school?
61 2100 – 2275
63 2050 – 2225
65 2000 – 2175
So there you go to get started.
