  When the left elevator is positioned to neutral, the right elevator commands a slight nose up. This seems to be causing a small rolling moment.
  
  What’s the fix?

  First try loosening the two attaching bolts (one per side) then hold the elevator at neutral and then re tighten. If that does not do it, then they have to be drilled out (only one) and that should do it.
